IS THIS THE SAME CASE?

Few years ago the world started talking about "brain drain". Core suggestions were that brain drain was nothing but just "new colonialism". United States of America knows the sweetness and bitterness of all these. The unending war against racism never misses in all these.I do not remember reading about the conclusion to that discussion anywhere. Switzerland has a new idea as this article triggers. Is this the same case with Canada?
